China abandoned the one-child policy that has shaped society since the late-1970s as the ruling Communist Party tries to boost a shrinking workforce and manage the countrys transition to an era of slower economic growth.
The partys Central Committee approved plans to allow all couples to have two children, the official Xinhua News Agency said Thursday, citing a communique released at the end of a four-day party policy meeting in Beijing. The move, which had been[link=http://www.bloomberg.com/news/articles/2015-08-20/xi-said-to-put-population-over-growth-in-china-s-economic-plan-idkp0hyy]expected[/link], comes after a previous effort to relax the policy fell well short of the goal of boosting births by 2 million a year.
The changes are part of President Xi Jinpings blueprint to manage the economys shift to slower, more balanced growth. The new five-year plan represents Xis best chance to [link=http://www.bloomberg.com/news/articles/2015-07-22/xi-hones-next-blueprint-for-china-economy-after-stock-turmoil]implement[/link] social and economic reforms outlined since he took power in 2012 and avoid falling into the “middle-income trap” of stagnation.
