Radiology Fellowship Opportunities for IMGs Without USMLE

I’m starting this thread to discuss fellowship opportunities for international medical graduates (IMGs) in radiology who have completed their MD but do not have USMLE certification.
Are there any universities or programs that consider applications from IMGs without USMLE, particularly for non-clinical fellowships or observerships?
Having an MD is a strong qualification, and many of us are keen to gain specialized training in the U.S.
